Critical Incident Navigation for First Responders

What is ELS911?

ELS911 is an Emergency Labeling System, developed by retired PA State Tropper Scott Henry, to support first responders during critical incidents. Designed to simplify navigation under stress, ELS911 provides a clear, standardized, and location-specific labeling system for buildings—helping 9-1-1, law enforcement, EMS, and fire services quickly identify, communicate, and respond to high-threat events, to intervene as quickly as possible.

In an emergency, seconds count. ELS911 turns confusion into clarity.

Why ELS911 Matters

During an active shooter, fire, natural disaster, accident, or medical emergency, traditional building layouts can create delays in response—especially for responders unfamiliar with the structure. Verbal directions like “down the hall and to the left” are inefficient and unreliable in chaos.

ELS911 changes that.

By pre-labeling rooms, hallways, stairwells, elevators/escalators, and access points with bold, standardized identifiers, ELS911:

  • Improves navigation for responding agencies
  • Speeds up victim location and threat neutralization
  • Enables precise radio communication (“Suspect last seen in Stairwell 3”)
  • Saves lives by reducing response & intervention time

Who It’s For

ELS911 is ideal for:

  • Schools & Universities
  • Healthcare Facilities
  • Government Buildings
  • Houses of Worship
  • Corporate Offices
  • Large Event Venues
  • Multi-structure Campuses

How It Works

  • 1. Site Assessment

Our team evaluates your building(s) layout and operational needs.

  • 2. Custom Labeling Plan

We create a clear, location-based labeling system tailored to your structure.

  • 3. Installation & Mapping

We install physical labels (signage, decals, or placards) and provide detailed building maps for internal use and local emergency responders. This includes a 3D map that can be virtually toured – great for table top exercises, building familiarization, & critical incidents where it is beneficial to know the exact layout of the building prior to making entry.

  • 4. Responder Coordination & Education

We liaise with local law enforcement, fire, EMS, & 9-1-1, to ensure familiarity and integration of your ELS911 system.

  • 5. Ongoing Support

As your building or operations change, we help you keep your ELS911 system up-to-date and effective.
